Abstract

Primary Health Care takes care of people through promotion and prevention, much more than just treating illnesses. In the same way, Collective Veterinary Medicine seeks to follow this premise, however, despite the efforts, social vulnerability and political interest interfere within its strategies and results. Thus, animal health needs the support of public policies. Held in some cities, population control programs associated with education on responsible ownership seek to resolve the number of animals in the environment and reduce harm to the One Health. However, animal health is deficient and ends up interfering in human health, since interspecies relations have intensified. The object of the qualitative study is seen in its historicity, centered on a problem. In this way, guardians and companion animals in vulnerable situations conceive a collective problem to be addressed. Therefore, the aim of this study is to contextualize primary care for animal health through reflections on the phenomena involved in the topic, aiming to amplify and build critical knowledge. It is possible to affirm that primary care for animal health is a progress for the Brazilian socio-economic-political context, aiming to solve the national problem of companion animals and owners who are victims of vulnerability.
